                            Ours is spending but not taxing. It's creating mostly digital currency and distributing it mostly to banks and corporations, with a small fraction going to poor people and rich/middle class and paying soldiers and foreign producers. So that's one reason the system is breaking down. Constitutional spending power is limited to Article I Section 8 which does not include redistribution of wealth. Congress is also limited to paying back debts with gold, but the government now just prints paper and digital currency. Very little if any of what's happening today is related to the Constitution or the powers it had once assigned to various branches.

                                explain how funding the president's salary with tax dollars isn't exactly that.
